    Evaluation of MVNO model implementation in remote and border areas using the consistent fuzzy preference relations method

    Law No. 36 of 1999 concerning Telecommunication has brought many changes, especially in the development of telecommunications infrastructure in Indonesia. However, the penetration of telecommunications services in the forefront, outermost, and backward regions is still relatively low. The government has made various efforts in terms of minimizing the gap in telecommunication services between urban and rural areas through various programs. However, an acceleration is needed so that the service disparity can be immediately overcome. One of the telecommunications products that can be applied to overcome these barriers is the Mobile Virtual Network Operator (MVNO). This study evaluates the most appropriate type of MVNO model to be applied in Indonesia by implementing the Consistent Fuzzy Preference Relations (CFPR) method. This method is able to accommodate expert opinion through a series of scientific steps so as to produce weights for each alternative type of MVNO model. The results obtained are that the most appropriate model to be applied in Indonesia by taking into account the criteria given.     Determining radius of convergence of Newton's method using radius of curvature

    In this paper, we propose a method on how to manage the convergence of Newton’s method if its iteration process encounters a local extremum. This idea establishes the osculating circle at a local extremum. It then uses the radius of the osculating circle also known as the radius of the curvature as an additional number of the local extremum. It then takes that additional number and combines it with the local extremum. This is then used as an initial guess in finding a root near to that local extremum. This paper will provide several examples which demonstrate that our idea is successful and they perform to fulfill the aim of this paper

    Solving one-dimensional unconstrained global optimization problem using parameter free filled function method

    It is generally known that almost all filled function methods for one-dimensional unconstrained global optimization problems have computational weaknesses. This paper introduces a relatively new parameter free filled function, which creates a non-ascending bridge from any local isolated minimizer to other first local isolated minimizer with lower or equal function value. The algorithm’s unprecedented function can be used to determine all extreme and inflection points between the two considered consecutive local isolated minimizers. The proposed method never fails to carry out its job. The results of the several testing examples have shown the capability and efficiency of this algorithm while at the same time, proving that the computational weaknesses of the filled function methods can be overcomed

    This paper provides a new approach in combining the quality of some ministry websites through quantitative and qualitative approach. Quantitative data are obtained by performing measurement using web diagnostic tools while the qualitative approach is carried out through expert judgement. Then the weights will be calculated from the data obtained both quantitatively and qualitatively by applying linear weightage for quantitative data and using consistent fuzzy preference relations method for qualitative data. In the final stage, those two methods will be combined so that we will obtain the final weights which are the representation of the quality of websites measured.The results obtained by this research can be considered by the relevant ministry to develop their websites.Artikel ini memberikan pendekatan baru dalam membandingkan kualitas beberapa laman kementerian RI melalui  pendekatan  kuantitatif  dan kualitatif. Data kuantitatif didapatkan dengan melakukan pengukuran menggunakan web diagnostic  software sedangkan pendekatan kualitatif dilakukan melalui expert judgement. Data yang didapatkan baik secara kuantitatif maupun kualitatif akan dihitung bobot (weight) dengan mengaplikasikan metode linear weightage. Data kualitatif  dengan metode consistent fuzzy preference relations digunakan untuk menghitung bobot dari expert judgement yang telah didapatkan. Kemudian kedua metode tersebut akan dikombinasikan sehingga akan didapatkan bobot akhir yang merupakan representasi dari kualitas website yang telah diukur. Hasil pembobotan yang didapatkan dalam penelitian ini dapat dijadikan rujukan dan pertimbangan untuk pihak kementrian terkait untuk melakukan pengembangan website yang dikelolanya

    Assesing quality university’s website trough webometrics is becoming one of many measures in World Class University. To get good grades, so that it can compete with other universities in the world, it needs to be pursued strategies based on the achievement of the perspective of cost (expenses) and the condition of the availability and readiness of human resource (HR owned) by the institution. Webometrics ranking optimization tailored to the institutional capacity is absolutely necessary, in order to achieve the expected goals effectively and fuel-efficient. Therefore, this paper discussed the application of the Analytical Hierarchy Process with Logarithmic Fuzzy Preference Programming combination proved to covered of the methods FPP on the university web ranking optimization. From the results of sub-criteria weighting based on the perspective of cost and human resources, earned the highest ranking among other factors recommended monitoring the ranking of sites ahrefs (C332) and majesticseo (C331) as well as increasing the number of links from other websites (C321). </div

    Converging Newton’s Method With An Inflection Point of A Function

    For long periods of time, mathematics researchers struggled in obtaining the appropriate starting point when implementing root finding methods, and one of the most famous and applicable is Newton’s method. This iterative method produces sequence that converges to a desired solution with the assumption that the starting point is close enough to a solution. The word “close enough” indicates that we actually do not have any idea how close the initial point needed so that this point can bring into a convergent iteration. This paper comes to answer that question through analyzing the relationship between inflection points of one-dimensional non-linear function with the convergence of Newton’s method.     This paper applies Fuzzy QFD in determing priorities of the interconnection tariff regulation which will be implemented by the government through the Ministry of Communication and Informatics. QFD is a method to translate customer satisfaction into strategic actions. This method  is used in this paper to determine the priorities so that regulations set by the government can answer operators and end users satisfactions. QFD implements matrix approach known as the House of Quality (HOQ). The use of fuzzy logic is intended as an effective method to deal with the high level of subjectivity when using HOQ. In the  first step we will generate a priority scale based on level of importance from the aspects of interests of the operators  using TOPSIS. The aim of employing TOPSIS is  to overcome the gap between the current state and the ideal conditions. In the second step we use the utility factor for determining a ranking of regulation elements. The use of Fuzzy QFD method proves the effectiveness in converting qualitative into quantitative assessment so that the results of the research in this paper can be used by regulators to determining priorities when implementing the new regulations.Makalah ini mengaplikasikan metode Fuzzy QFD dalam membuat skala prioritas pada butir-butir penyempurnaan regulasi tarif dan interkoneksi yang akan diimplementasikan pemerintah melalui kementerian komunikasi dan informatika. QFD, yang merupakan metode untuk menterjemahkan kepuasan pelanggan ke dalam langkah-langkah strategis penentu kebijakan, digunakan dalam penelitian ini untuk membuat prioritas sehingga diharapkan regulasi yang akan ditetapkan pemerintah menjawab kepentingan-kepentingan pihak penyelenggara maupun pelanggan (end users). QFD menggunakan pendekatan matriks yang lebih dikenal sebagai House of Quality (HOQ). Penggunaan logika fuzzy dimaksudkan sebagai metode yang efektif untuk menangani tingginya tingkat subjektifitas ketika menggunakan HOQ. Dalam langkah pertama, dibuat skala prioritas berdasarkan tingkat kepentingan dari aspek-aspek kepentingan pihak penyelenggara dengan menggunakan TOPSIS dimana tujuan dari penggunaan TOPSIS ini untuk mengatasi gap antara kondisi saat ini dengan kondisi idealnya. Langkah kedua menggunakan faktor utilitas fuzzy untuk perankingan butir-butir regulasi dari pihak regulator. Penggunaan metode Fuzzy QFD terbukti efektif dalam mengkonversi penilaian kualitatif menjadi kuantitatif sehingga hasil dari penelitian dalam makalah ini dapat digunakan oleh regulator untuk menentukan prioritas dalam mengimplementasikan regulasi baru

    A New Integral Function Algorithm for Global Optimization and Its Application to the Data Clustering Problem

    The filled function method is an approach to finding global minimum points of multidimensional unconstrained global optimization problems. The conventional parametric filled functions have computational weaknesses when they are employed in some benchmark optimization functions. This paper proposes a new integral function algorithm based on the auxiliary function approach. The proposed method can successfully be used to find the global minimum point of a function of several variables. Some testing global optimization problems have been used to show the ability of this recommended method. The integral function algorithm is then implemented to solve the center-based data clustering problem. The results show that the proposed algorithm can solve the problem successfully
